Drive against ILP defaulters on, 22 repatriated

ITANAGAR, May 23: A total of 22 persons were arrested for not possessing ILPs today and brought before the Executive Magistrate at the office of the Deputy Commissioner Itanagar Capital Complex. Later, all the accused were externed out of the state through the Banderdewa check gate. The ILP checking drive is being carried out by the Capital Administration and the police to check the entry of illegal immigrants. DIPRO

At Longding, a total of 23 persons were detained from Longding town for not possessing Inner Line Permit (ILP) during checking drive conducted by Longding District Students’ Union (LDSU) along with the local Police today. Among the 23, five persons were found with fake ILP documents. Later, all the defaulting persons were produced before the local judicial court for legal actions, according to a release. Meanwhile, LDSU strictly warned all outsiders not to enter in the district without valid ILP documents.

 

MLA supporters react

ITANAGAR, May 23: Reacting strongly to the news report published in this daily under headline “When lawmaker turns law breaker”, some supporters of Raga MLA today refuted the claimed that they illegally occupied Bungalow no 2 at Senki View. In a press statement the supporters stated that they had already applied for said bungalow after occupant had shifted to his residence. “After receiving rumour of intrusion attempt by some group, we inspected the bungalow and in the meantime police arrived,” they clarified. Meanwhile when contacted by this daily Raga MLA denied of any involvement in the incident. He further clarified that he did not aware of the incident.

 

Association demands for termination of nominee contract

ITANAGAR, May 23: Claiming that M/s Capital MPCS Ltd has allegedly misused the district quota of monthly allocation of iodized salt, All East Kameng Fair Price Shop Association in its representation to the Director Food and Civil Supplies demanded for termination of said nominee from the existing contract. It claimed that as per the government order no. DFCS/PDS-17/2013 dated Naharlagun the monthly allocation of iodized salt for East Kameng district was 392 quintals, however district has received only 100 quintals till date.

 

Awareness camp on protection of women from domestic violence

YUPIA, May 23: One-day sensitization cum awareness camp on protection of women from Domestic Violence Act-2005 was conducted by district ICDS Cell, Yupia at Community Hall, Banderdewa yesterday.

Kipa Aruni, ZPM Banderdewa, Circle Officer, Banderdewa Pakma Bagang, Dy. Director, ICDS Yupia Dani Yami were present on the occasion.

Resource persons Arun Bengia, Advocate and Arun Pandey, OC, Banderdewa delivered speech on domestic violence like sexual harassment on women, various provisions for protection of women from Domestic Violence Act-2005 and Self-defence method during violent acts, procedure for lodging FIR respectively. Hong Dree Football tournament kicked off

ZIRO, May 23: The Silver Jubilee celebration of Hong Dree festival has begun today with Er. Toko Ottu EE, RWD Ziro kicked off the 25th Hong Dree Football Tournament -2014 amidst huge gathering here at Hanoko (Hong). The tournament is organized by Dree Festival Celebration Committee, Hong.

In his address Er. Ottu has dedicated the Silver Jubilee celebration of Hong Dree with “Spirit of unity through sports”, and suggested the players to maintain true spirit of sportsmanship.  While reminding them of the job reservation for the sportspersons provisioned by the State Govt., he said that one can make their career through sports.

The inaugural match was played between last year’s defending champion Sambu Football Club and Kago Narang Tallo Budi-A Football Club. The match ended with 2-2 goals.

This year, 9 teams  are  participating in the tournament in two pools. Kago Narang Tallo Budi A Football Club, Sambu Football Club and Kago Narang Tallo Budi B Football Club are in (Group-A) and Hibu Punyo Football Club, Takhe Bullo Football Club, Ngunu Club and Siiro Sports Club are in (Group-B).

 

Committee for allotment of Bungalows  

ITANAGAR, May 23: The state Govt has requested all the MLAs to refrain from occupation of the Bungalows without prior approval and allotment order, according to an official release.

“Of late it has been seen that some MLAs have occupied the Bungalows located at Niti Vihar and Senki Park, Itanagar without any proper allotment which is illegal,” the release said while informing that a committee is being constituted for allotment of the Bungalows on seniority/need basis.

It was reported in this daily on Friday that even before taking the oath of office, many  MLAs have already occupied Govt bungalows without obtaining order from concern authorities.

Political appointments burden

on state coffers

ITANAGAR, May 23: With state all set for formation of new government under the leadership of Chief Minister Nabam Tuki there is urgent need to find ways to minimize unnecessary expenditures which become burden on state exchequer. The financial condition of Arunachal is not good, which can be seen from the fact that government struggled to pay salaries to its employees this month. There is no doubt that fund will start to flow once the new government takes shape at Centre, but it should be used judiciously for the developmental activities.

One of the main reasons for financial mess is appointment of too many chairmen, vice-chairmen, advisors and OSDs etc. These political appointments are of no benefit to the people of Arunachal. Instead they become burden on the state exchequer. Besides drawing huge salary, they are to be provided with govt. vehicles and separate offices too. Appointments for the post of chairman, vice chairman and OSD are done under political compulsion. Many of these appointees are politicians and their supporters.

Off late it has been noticed that many retired IAS and other UPSC cadre officers are also making beeline to be appointed as advisors. These officials who had taste of corrupt system of Arunachal while being posted here, use every means to get appointment as OSD or Advisors, so that they continue to enjoy the perk. Ex-chief secretary H K Paliwal and Sharada Prasad, a retired 1981 batch IAS officer of UP cadre are all advisors to govt. of Arunachal. Besides being on state government pay role, they have been provided with offices both at Delhi and Itanagar.

According to sources, Avinash Kumar Mishra, a retired Indian Forest Service official and former resident commissioner of Arunachal Bhawan, Delhi, who unsuccessfully fought in this year’s parliament election from Uttar Pradesh, is also reportedly clamouring to be appointed as advisor with government of Arunachal. It is up to government of Arunachal to keep as many advisors as they want, but, such appointment can be avoided by optimum utilization of IAS officers working under state government, many of whom are highly experienced.

 

 

Unethical hunting poses threat to ecosystem’

PASIGHAT, May 23: Along with the rest of the globe, the ‘International Day for Biological Diversity’ was observed  with the theme ‘Island Biodiversity’ at Borguli village near Daying Ering Wildlife sanctuary in East Siang district on Thursday.

The programme sponsored by National Biodiversity Authority, Chennai was hosted by Divisional Authority and Eco-development Committees (EDC) of East Siang district with participation of wildlife experts, forest department officials, administrative officials, NGO workers and Gaon Burahs besides EDC members and elected leaders of the district.

While welcoming the participants in the day-long programme, the president of Ecological Biodiversity Conservation Society (EBCS), John Apum urged the local people to shoulder collective responsibility for protection of the natural bounties and biological diversity in the region. Pasighat DFO(W) Tashi Mize, in his impressive speech, said that plants and animals are the source of human survival. He explained that every living creatures found in the surrounding have role in the ecosystem as they are confined to an interrelation. Terming the forest officials as “chowkidar” of  the forest resources, the DFO lamented that the local people, who are said to be owner of the resources have not taken keen interest for their protection.

Terming indiscriminate hunting as cognizable offence, Pasighat ADC Rajesh Panyang instructed the local bodies to check illegal activities like hunting of wildlife within their jurisdiction.

The programme was followed by a technical session, wherein research officer from State Biodiversity Board, Kenjum Bagra discussed on the aspects of the Arunachal Pradesh Biological Diversity Rules, 201. The rules are essence of the Biological Diversity Act- 2002, an act to provide conservation of biological diversity and sustainable development of global environment.

Bagra informed that the government is all set to constitute Biological Management Committee (BMC) at Panchayat level, which would overlook all ecological issue in their respective areas.

In the occasion, Assistant Professors of JN College, Pasighat- Dr Kento Kadu (Zoology) and Dr Harry Loyi (Botany) and Tamin Payum (Botany) elaborately discussed on various issues of ecosystem including food-chain and degradation of environment using power point visual display. Another Zoology professor of Rajiv Gandhi University, Deniel Mize, in his presentation focused that unethical hunting is posing serious threat to the biological diversity. According to him, wrong fishing practices are causing declination of fish species from Siang basin, while some rare local fish species are in the verge of extinction.

Among others, Medical Officer (Ruksin) S Taipodia, Pancahyat leaders, Gaoh Buras and others also spoke on the occasion, discouraged traditional hunting practices in tribal societies.

 

 

IGP visits Tezu, takes stock of law and order

ITANAGAR, May 23: IGP N. Payeng visited Tezu on Wednesday and reviewed the law & order arrangement. While reviewing the law and order situation, the police officer observed that arrangement for maintaining law and order made by the district police is up to satisfactory. Round the clock patrolling and checking has been going on since May 17. The District administration too has detailed sufficient number of magistrates along with police party round the clock, according to an official release.

It is worth mentioning here that Tezu was in news recently after 29 houses were set on fire at Tezu Kholla area of Tezu in Lohit district allegedly by some miscreants on the intervening night of May 17 and 18.  However, there was no report of any loss of life. Most of the thatched huts, except three, were empty at the time of the incident.  On receipt of the information of the fire incident at PS Tezu the night duty officer immediately sent the fire service team to control the fire.  The team doused the fire at around 2 am and prevented it from spreading to other areas. A case has been registered vide Tezu PS Case No. 35/2014 U/S 436/34 IPC in this regard and the investigation is in progress, the release said.

Again on May 20 at around 1335 hrs another fire incident took place at Tezu Khola where in a hut caught fire inspite of police patrolling. However, fire tender arrived at the spot immediately and doused the fire.  As per the PO,  it appears to be handy works of some miscreants.  The investigation officer has been directed to make all out efforts to detect the case.

After the fire incidents, the DM has imposed 144 CrPC from 2100 hrs to 0500 hrs since May 18. However, timing  of 144 CrPC was reduced from 2300 hrs to 0400 hrs  with effect from yesterday with improvement of law and order situation, the release added.

Tezu has been having reputation of being a most peaceful district HQ since long. All the citizens of Tezu Township are requested to assist district administration and police in maintaining peace to enable DM to lift the prohibitory order at the earliest, the IGP said.

 

 

East Siang disaster preparedness plan reviewed

PASIGHAT, May 23: As the South-East monsoon is just round the corner, a meeting on disaster management and preparedness and pre-monsoon planning was organized by the District Disaster Management Department today in the DC’s conference hall to review all those activities regarding disaster management and preparedness. The meeting was chaired by the Deputy Chairman, Disaster Management, Rajesh Panyang (ADC) and was attended by the members of the District Disaster Management Committee (DDMC).

Addressing the house, the Dy. Chairman Panyang stated that East Siang is prone to various types of natural disasters mainly due to its rugged and steep topography and fragile geological condition. Floods, landslides, fire and epidemics occur on a regular basis, often causing loss of human life and enormous physical damage and such meeting gives us an important opportunity to build on the past achievements and to improve our response in order to reduce human suffering in disasters, promote preparedness and facilitate sustainable solutions. Landslides and floods are among the principle recurring hazards. As the monsoon is approaching, we need to focus on empowering local bodies, raising awareness and capacity building at all levels, he added. Community coordination and collaboration and use of indigenous knowledge and modern techniques are essential to help manage and mitigate disasters, opined the Dy. Chairman. “We are all resolved to improve coordination for disaster response based on the belief that a collaborative and predictive approach to emergencies will maximize benefits and minimize losses.” Panyang, who is also Municipal Executive Officer of PMC assured to provide all possible helps and cooperation to DDMC from the Municipal body.

During the daylong discussion, previous years’ activities and preparedness was also shared among the participants. Discussion on making effective district level plans including district contingency plan for the better response and preparedness activities for this year’s monsoon were also done. Among others, Col. Police arrests one in mysterious girl death case

ITANAGAR, May 23: Itanagar police has arrested a person alleged to be involved in the mysterious death of one Aroti Mize at RK Mission Hospital here on Wednesday.

Alleging that the accused is directly involved in the death of the girl in its letter to the Capital DC, the Adi Banne Kebang Youth Wing has sought his capital punishment. Further fearing that the accused may be bailed out soon, the association further appealed for not granting bail to the accused.

Jering Matkir Society (JMS) in a letter to the SP urged him to expedite the investigation and book the culprit(s) under appropriate section of law and detain the culprit till justice is done to the deceased.

Suspecting foul play on the episode, it alleged that the deceased was brutally assaulted.

The accused had changed her name as Sumpi Borang in the hospital register with an ulterior motive to conceal the facts, the letter read.

The Apatani Students’ Union Capital Complex, Itanagar (ASUCC-I) and Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) also sought free and fair investigation into the matter.

Meanwhile, Apatani Youth Association (AYA) has expressed disappointment over the detainment of the accused saying that the person should have been arrested after thorough investigation.

Justice should be done without prejudice; it said further demanding justice for the girl.

Expressing concern over the repeated atrocities against women in Capital Complex, Arunachal Civil Society (ACS) also urged the concerned authority to book the culprits involved in the incident as soon as possible and award exemplary punishment as per the law.

Shameful act of our leaders

Dear editor,

This is in response to the report published in today’s edition of your daily under the headline “when lawmaker turns law breaker”. After reading it, I felt ashamed as youth of Arunachal Pradesh. Leaders are like our parents and we elect them trusting that state will be safe in their hand.

But what the hell is going in our state. It is so shameful to know that losing MLAs even did not spare light bulbs & fans when vacating the bungalow. What we will call them, leader or thief? I think there is no difference.

So, my request to our public is please always judge before voting. We Arunachalees need better leader for healthier tomorrow. I also wish that the authorities take action against such illegal leader, so that they don’t repeate same act in future.

Sense of security lacking in NERIST

Dear Editor,

I being one of the local public of Nirjuli area would like to ink following few lines regarding the repeated theft and robbery incident happening in the premier technical institute of the state, North Eastern Regional Institute of Science & Technology (NERIST) Nirjuli. All such incidents clearly indicate that security service of NERIST is not up-to-date. The private security agency which is providing security in the institute has been total failure in discharging their duties. Several incidents of thefts and loots are the glittering example of their inefficiency. Theft of valuable articles of the students, staffs and other employee of the NERIST has become order of the day. Due to this reason the students, staffs and other employees of the institute are facing tremendous problems as they are unable to predict when their valuable articles will be taken away by the miscreants. Recently on the night of 20th May, a Laptop was lifted by the thief from the girl’s hostel. Such types of incidents are common in the campus.

The private security agency including the security officers who are on deputation from other departments are unable to create sense of security to the NERIStian. The famous ATM robbery from duty check point post of the NERIST security agency is ample to exemplify the services being rendered by present security agency of the campus wherein in a broad day light the ATM robbery was carried out by the miscreants in front of the security guards while they were on duty.

Therefore, it is my sincere appeal to the President NERIST Society i.e. His Excellency the Governor of Arunachal Pradesh to take necessary action for termination of the present security team of the NERIST and call afresh tender to absorb other security agency who could sincerely provide security services to the campus, so that the NERSTians as well as the neighbour public of the area could get a sigh of relief.

Wrong example

Though election is over, battle for bungalow has begun among newly elected MLAs of state. They have not been administered oath of secrecy yet but virtual rat race is being observed among them to occupy official bungalows being vacated by those ministers and MLAs who lost in the assembly election. Many of the MLAs have occupied bungalows by pasting notices claiming it to be theirs. According to the authorities such shameful acts by elected legislators are complete violation of laid down norms.

As per the guidelines, the bungalows are first issued to cabinet ministers after their swearing-in ceremony. The remaining ones are allotted to MLAs on seniority basis and that too after they have been administered oath of office. However, it is been seen that many first time MLAs are the one who is busy in occupying bungalows. If they start to break laws even before assuming office, then what can we expect from them in days to come. They are setting wrong example for the public of Arunachal. Strong action should be initiated against them for breaking rules.
